No. 809/Bill No. 186 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 10:30 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo. Hawaii 96720 <br /> Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 186, <br /> reports as follows: <br /> Bill No. 186, transmitted by Council Member Daniel K. Paleka, Jr., via Communication No. 809 <br /> dated March 30,2016, amends Chapter 24, Article 10, Division 1, Section 24-255 and <br /> Section 24-257 of the Hawai`i County Code 1983 (2005 Edition, as amended), relating to speed <br /> limits. <br /> The bill revises Schedule 3 (25 mile per hour limit) and Schedule 5 (35 mile per hour limit) <br /> Subsection (g). Puna, to increase the speed limit from 25 to 35 miles per hour for a portion of <br /> Ainaloa Boulevard. <br /> Council Member Paleka stated that he was contacted by the Ainaloa community seeking help in <br /> addressing speeding in the community. He met with the community first to gather input before <br /> working with the Public Works Department on the proposed speed limit changes for Ainaloa <br /> Boulevard. A smart sign and rumble strips were a few suggestions that were discussed at the <br /> meetings to monitor speed. <br /> Traffic Division Chief Ronald Thiel appeared before Your Committee for questions. He <br /> explained that an extensive traffic study was done to determine the recommended speed limit <br /> changes proposed in Bill No. 186. Mr. Thiel stated that the results of the traffic study <br /> recommend that the posted speed limit sign be increased from 25 mph to 35 mph. This is based <br /> on the fact that the 85 percentile of the public driving on the road is going faster than 25 mph. <br /> The traffic division is advisory to inform what is safe for the public. <br /> PWPRC Report No. 41 <br />
