22. Archaeological/Historic/Cultural Resources: No archaeological inventory survey was <br /> prepared, as the property was previously grubbed and graded as part of the development <br /> of the Lono Kona Subdivision. Similarly,no valued cultural or historical resources exist <br /> on the site. As no traditional and customary native Hawaiian rights are exercised on the <br /> site, the proposed action will not affect traditional Hawaiian rights. In a March 13, 2016 <br /> letter, the State Historic Preservation Division indicated that they had no concerns with <br /> the proposed change of zone amendment. <br /> 23. Flora/Fauna Resources: No botanical survey has been prepared, as the entire lot has <br /> been grubbed and graded as part of the Lono Kona Subdivision and subsequently paved <br /> with asphalt. Given the scope of work previously conducted and the property's urban <br /> setting, no known rare, threatened, or endangered species are known to inhabit the parcel <br /> or arc expected to be discovered on the site. <br /> 24. Public Access: There is no record of a designated public access to the shoreline or <br /> mountain areas that traverses the property. <br /> UTILITIES AND SERVICES <br /> 25. Access: Access to the property is from Kuakini Highway to Kalani Street, then south to <br /> Kalawa Street. Kalawa Street is a County roadway with an approximate 20-foot wide <br /> pavement within a 40- foot wide right-of-way. The current Ordinance requires the <br /> applicant to widen Kalawa Street by five(5)-feet and provide improvements(curb, gutter, <br /> and sidewalk) along the entire frontage of the subject parcel. However, DPW has <br /> suggested revising the roadway conditions to be consistent with other properties on the <br /> mauka side of Kalawa Street by continuing the same width of curb, gutter, and sidewalk <br /> improvements within the existing 40-foot wide Kalawa Street right-of-way from the <br /> abutting property and providing a 5 foot future road widening setback along the entire <br /> frontage of the subject property. The future road widening setback should be shown on <br /> all site plans for Plan Approval and all structural setbacks should be taken from the future <br /> road widening line. <br /> 26. Water: Water is available from the existing Department of Water Supply system on <br /> Kalawa Street. The applicant has secured a commitment for eight (8)units of water for <br /> the project per the Department of Water Supply(DWS). The applicant will be <br /> -4- <br />
