COUNTY ENVIRONMENTAL REPORT <br /> COUNTY REZONING REQUEST (A-3a to FA-1a) <br /> CHRIS BRILHANTE <br /> WAIAKEA, SOUTH HILO, HAWAII <br /> TAX MAP KEY: (3) 2-4-034: 044 <br /> INTRODUCTION <br /> Chris Brilhante ("applicant") is requesting the rezoning of a 3.576 acre <br /> parcel from the Agriculture (A-3a) to Family-Agriculture (FA-1a) district in <br /> Waiakea Homesteads, South Hilo, Hawai'i. The property is located at the <br /> southwest end of Ho'ohoaloha Street, approximately 2,500 feet from its <br /> intersection with Ainaola Drive. The Waiakea Uka Park is located on the <br /> north side of Ainaola Drive, almost opposite of Ho'ohoaloha Street. It is <br /> adjacent and immediately west of a 3+ acre site that was recently rezoned to <br /> the FA-1 a district. (Figures 1 and 2). <br /> If approved, the applicant intends to subdivide the 3+ acre parcel into three <br /> (3) lots, consisting of a minimum of 1-acre each. At this time, the lots are <br /> intended to be conveyed to the applicants' children. <br /> II. PROJECT LOCATION <br /> As noted earlier, the subject property is located at the southwest end of <br /> Ho'ohoaloha Street, approximately 2,500 feet from its intersection with <br /> Ainaola Drive. The County Waiakea Uka Park is located on the north side of <br /> Ainaola Drive, near its intersection with Ho'ohoaloha Street. There are a <br /> number of residences on 1-acre sized lots within the subdivision, as well as <br /> a convenient store and related urban uses adjacent and makai or west of <br /> Ho'ohoaloha Street. A property (Melvin and Brenda Morris) situated <br /> immediately east of the subject property was recently rezoned into the FA-1a <br /> district. (Figures 1 and 2). <br /> The entire property is rectangle in shape, with a paved road and utility <br /> easement connecting it to Ho'ohoaloha Street. <br /> III. PROJECT DESCRIPTION <br /> A. Project Concept and Components <br /> The subject site consists of 3.576 acres and has one single-family <br /> dwelling located on the east end of the property.
