As proposed, the newly <br /> created lots would have access via a 20-foot wide existing easement <br /> connected to the end of Ho'ohoaloha Street and a newly created <br /> roadway easement located within the subject property. (Figure 3) <br /> It is understood that the subdivision plan submitted herein may have <br /> to be adjusted prior to receipt of final subdivision approval to <br /> accommodate County subdivision requirements and appropriate <br /> conditions of approval. <br /> B. Project Timetable and Cost <br /> The applicant hopes to secure County rezoning approval as soon as <br /> possible and begin the subdivision process immediately thereafter. <br /> Tentatively, plans call for having the land subdivided by the middle or <br /> latter part of next year (2016). The estimated cost of improvements for <br /> this project should be reasonable based on the necessary <br /> improvements. A newly created road and utility easement will be <br /> brought to County standards. Two additional water meters will be <br /> required to service the newly created lots, which the Department of <br /> Water Supply will make available to the applicant. <br /> IV. INSTITUTIONAL CONSIDERATIONS <br /> A. State Land Use <br /> The subject site is designated Agriculture. Based on the proposed lot <br /> size, no State Land Use Commission action is required. The County <br /> of Hawai'i can process the rezoning request. <br /> B. County General Plan <br /> The County General Plan Land Use Pattern Allocation Guide <br /> ("LUPAG") map designates the subject site as Low Density Urban. <br /> This designation allows consideration for uses that are single-family <br /> residential in character, ancillary community and public uses and <br /> convenience type of commercial uses. <br /> The proposed family-agricultural subdivision resulting in three (3) lots <br /> would be consistent with the Low Density Urban designations. As <br /> such, no General Plan amendment would be required to effectuate <br /> this project. <br /> 2 <br />
