In spite of the gradual rise, there <br /> does not appear to be any topographic constraint in developing and <br /> utilizing the site for three (3) 1-acre sized lots. <br /> There are homes proximate to and within the 1-acre lot subdivision <br /> leading to the subject site. The general area has more of a rural <br /> residential feel to it. <br /> According to the State Commission on Water Resource Management, <br /> the closest rain gauge in this area is the Hilo Airport. The annual <br /> median rainfall for this area is approximately 131 inches. The average <br /> daily temperature ranges from a minimum of 61 degrees to 79 <br /> degrees Fahrenheit. Wind patterns are generally easterly during the <br /> day and westerly during the evenings. <br /> B. Soils and Topography <br /> According to the Natural Resource Conservation Service's Land Study <br /> Bureau Overall Master Productivity Rating, the site appears to have <br /> dual designations. There is about 50% of the project designated "C" <br /> or "fair" located on the west side of the site, while the remaining area <br /> falls into the "D" or "poor" category. <br /> Both soils are of the Olaa Series, which is characterized by <br /> moderately deep soil with moderately fine texture. Further the Olaa <br /> series is well drained but moist and poorly suited for machine tillability. <br /> The runoff is medium and the erosion hazard is slight. <br /> Again, because of the general nature of maps, the project site appears <br /> to have dual designations under the Agricultural Lands of Importance <br /> to the State of Hawaii (ALISH) classification system. It appears that <br /> about 50% of the site is classified as "1" (Prime Lands) and the <br /> remaining area is "unclassified". <br /> As noted earlier, the topography of the site slopes in an east to west <br /> direction, with the lower portion being at the west end. The slope <br /> appears to be between 10 to 15 percent. <br /> C. Natural Hazards <br /> 1.
