Further, being a non- <br /> coastal property, no coastal access will be affected. <br /> Septic tanks or their equivalent meeting with the approval of the State <br /> Department of Health will be installed in conjunction with the <br /> construction of any dwelling on the site. <br /> Noise, Air Quality, and Dust <br /> Ho.ohoaloha Street will serve as the main access to all of the <br /> proposed lots. The existing ambient traffic level in this area is quite <br /> low. As such, the corresponding noise level should be quite low. With <br /> the completion of this project, the noise level is not anticipated to <br /> increase significantly. <br /> There may, however, be short-term noise impacts associated with the <br /> construction of any required infrastructure or dwellings on the <br /> proposed lots. In that event, contractors will be required to comply <br /> with appropriate noise and related mitigation measures of the State <br /> Department of Health. <br /> The proposed development should not generate any direct air quality <br /> impacts. The only discernible air quality impact could be associated <br /> with the vehicular traffic to and from the site. While there will be an <br /> impact to the ambient air quality, the impact should not be significant, <br /> as the project will increase the density by only two (2) additional units. <br /> Further, with higher EPA standards for automobile air emissions, the <br /> air quality impact should therefore not be significant. <br /> As such, with the exception of potential construction dust associated <br /> with any future dwelling, the short and long term dust generated by the <br /> project should be minimal. Construction dust, however, like <br /> construction noise will have to comply with the State Department of <br /> Health's regulations. <br /> J. Scenic and Visual Considerations <br /> In the Natural Beauty element of the General Plan, there are sites or <br /> areas listed as being a scenic resource. The subject site is not listed <br /> as a scenic site. However, there were a few examples cited in the <br /> Hilo area, such as the view of Mauna Kea. <br /> 9 <br />
