WHEREAS, the Blue Zones Project offers national experts to conduct workshops, <br /> training, and educational sessions to residents and leaders in the public and private sector about <br /> policies that support active, healthy lifestyles and environments; and <br /> WHEREAS, the Blue Zones Project offers the annual Gallup-Healthways Well-Being <br /> Index survey as the quantifiable measure of community well-being improvement; and <br /> WHEREAS, there are 16 certified Blue Zones communities in the United States that <br /> have shown measurable improvement in health outcomes associated with the Blue Zones Project; <br /> and <br /> WHEREAS, two communities in the County of Hawai`i, East Hawai`i and North <br /> Hawai`i, were selected as Blue Zones demonstration sites based on their leadership, motivation, <br /> and commitment to improving their well-being; and <br /> WHEREAS, the Blue Zones Project is guided by a blueprint for community well-being <br /> improvement created and approved by community leadership teams; and <br /> WHEREAS, in 2011, the Hawai`i County Council adopted Resolution No. 171-11, <br /> Draft 2, to support the establishment of a Complete Streets policy for the County of Hawai`i to <br /> ensure that roadways are designed and operated to enable safe access for all users, including <br /> pedestrians, bicyclists, motorists, and transit riders of all ages and abilities, which is a critical <br /> component of healthy communities; and <br /> WHEREAS, social, economic, and environmental well-being are recurrent themes in the <br /> County of Hawai`i's General Plan and Community Development Plans; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it <br /> hereby supports the Blue Zones Project and the necessary initiatives for the County of Hawai`i to <br /> achieve certification as a Blue Zones community. <br /> BE IT FURTHER RESOLVED that the County of Hawai`i will seek to understand our <br /> current level of well-being and improve upon those things in which the Blue Zones excel so that <br /> the health of our communities can be improved. <br /> BE IT FURTHER RESOLVED that through the appropriate processes, the County of <br /> Hawai`i will consider the adoption of policies that support healthy communities and which will <br /> apply toward certification as a Blue Zones community, such as the following: <br /> • Tobacco <br /> o Reduce tobacco use and initiation of tobacco use in youth <br /> o Prevent and control emerging use of other tobacco products and e-cigarettes <br /> o Reduce tobacco advertising <br /> 2 <br />
