272 registered prior to the recordation of the notice <br /> 273 of unpaid civil fines and senior to any lien <br /> 274 recorded or registered after the recordation of <br /> 275 the notice . The lien shall continue until the <br /> 276 unpaid civil fines are paid in full or until a <br /> 277 certificate of release or partial release of the <br /> 278 lien, prepared by the county at the owner' s <br /> 279 expense, is recorded. The notice of unpaid civil <br /> 280 fines shall state the amount of the fine as of <br /> 281 the date of the notice and maximum permissible <br /> 282 daily increase of the fine. The county shall not <br /> 283 be required to include a social security number, <br /> 284 state general excise taxpayer identification <br /> 285 number, or federal employer identification number <br /> 286 on the notice . Recordation of the notice in the <br /> 287 bureau of conveyances shall be deemed, at such <br /> 288 time, for all purposes and without any further <br /> 289 action, to procure a lien on land registered in <br /> 290 land court under chapter 501 . After the unpaid <br /> 291 civil fines are added to the taxes, fees, or <br /> 292 charges as specified by county ordinance, the <br /> 293 unpaid civil fines shall be deemed immediately <br /> 294 due, owing, and delinquent and may be collected <br /> 295 in any lawful manner. The procedure for <br /> 296 collection of unpaid civil fines authorized in <br /> 297 this paragraph shall be in addition to any other <br /> 298 procedures for collection available to the State <br /> 299 and county by law or rules of the courts; <br /> 300 (C) Each county may impose civil fines upon any person <br /> 301 who places graffiti on any real or personal <br /> 302 property owned, managed, or maintained by the <br /> 303 county. The fine may be up to $1, 000 or may be <br /> 304 equal to the actual cost of having the damaged <br /> 305 property repaired or replaced. The parent or <br /> 306 guardian having custody of a minor who places <br /> 307 graffiti on any real or personal property owned, <br /> 308 managed, or maintained by the county shall be <br /> 309 jointly and severally liable with the minor for <br /> 310 any civil fines imposed hereunder. Any such fine <br /> 311 may be administratively imposed after an <br /> 312 opportunity for a hearing under chapter 91, but <br /> 313 such a proceeding shall not be a prerequisite for <br /> 314 any civil fine ordered by any court . As used in <br /> 315 this subparagraph, "graffiti" means any <br /> 316 unauthorized drawing, inscription, figure, or <br /> 317 mark of any type intentionally created by paint, <br /> 318 ink, chalk, dye, or similar substances; <br />
