• Introducing football to the school, training students and the community about the <br />game of football, and starting the football team; <br />• Expanding the school's basketball program with Varsity, Intermediate and Biddy <br />Basketball leagues; <br />• Spearheading construction of the tennis court, and designing and fundraising for <br />the swimming pool (built by the residents with use of plantation equipment); and <br />• Renaming the school "Ka`u High and Pahala Elementary School" to memorialize <br />his belief that Ka`u and the people of Pdhala, Na`alehu, and Wai`6hinu were one <br />community. <br />Laurence J. Capellas had foresight and his actions were innovative and futuristic. He <br />found creative and sometimes unconventional ways of accomplishing what had to be done for <br />the benefit of the community for years to come, even to this day. He strived with utmost <br />determination to nurture the Pahala Community and provide significant athletic and educational <br />opportunities for each and every child. <br />The Pahala Ballfield is hereby renamed the "Laurence J. Capellas Ballfield" pursuant to <br />chapter 15, article 8, section 15-67(a)(2)(C)(i), Hawaii County Code 1983 (2016 edition, as <br />amended), which provides that an "open area" shall be named for a person who has "contributed <br />significantly to the recreational programs in the community in which the open area is located." <br />SECTION 2. Chapter 15, article 8, section 15-68.1, Hawaii County Code 1983 <br />(2005 Edition, as amended), is amended by amending the "Ka`u" section to read as <br />follows: <br />Kahuku Park <br />Laurence J. Capellas Ballfield <br />Nd'dlehu Park <br />Pahala Community Center <br />Pahala Swimming Pool <br />Pahala Tennis and Basketball Courts <br />Punalu`u Black Sand Beach Park <br />[Waiehintt] Wai`ohinu Park <br />Whittington Beach Park" <br />"Ka` u <br />2 <br />
