COUNTY OF HAWAII STATE OF HAWAI I <br /> • <br /> RESOLUTION NO. 7U5 16 <br /> A RESOLUTION REQUESTING THE DEPARTMENT OF PARKS AND <br /> RECREATION TO MINIMIZE THE USE OF PLASTIC WATER BOTTLES BY <br /> INSTALLING WATER BOTTLE FILLING STATIONS AT COUNTY OF HAWAI'I <br /> PARKS AND RECREATION FACILITIES ISLAND WIDE. <br /> WHEREAS, the Hawai`i Island Packaging Sustainability Initiative Stakeholders Task <br /> Force, hereinafter referred to as HIPSIS Task Force, is comprised of participants from divergent <br /> backgrounds and interests as designated in Resolution No. 565-16, Draft 3, adopted unanimously <br /> by the Hawai'i County Council on August 20, 2016; and <br /> WHEREAS, at its third session held on October 6, 2016, members of the HIPSIS Task <br /> Force who attended in person at the Hilo Council Chambers, via Kona videoconference satellite, and <br /> via phone, voted unanimously on a solution that addresses recyclability and environmental <br /> sustainability concerns, as well as, waste recovery and liter management, which would be to <br /> encourage the use of water filling stations at all County of Hawai'i Parks and Recreation facilities; <br /> and <br /> WHEREAS, according to a presentation through University of Hawai`i at Manoa, <br /> approximately 29 billion plastic bottles are disposed of worldwide, and though 17% are <br /> recycled, the remaining 24 billion plastic bottles end up in ocean waters, causing detrimental <br /> impacts to our marine life; and <br /> WHEREAS, these discarded plastic bottles also end up in our landfills, which can <br /> pollute surrounding soil and groundwater with toxins and leachate. When trash decomposes, it <br /> releases methane and other greenhouse gases that contribute to climate change causing health <br /> problems to humans and animals; and <br /> WHEREAS, University of Hawa`i at Hilo implemented this concept over a year ago and <br /> it has proven to be a highly effective approach to minimizing the use of plastic bottles by <br /> encouraging students to drink cool, clean, and safer water, in refillable water containers, such as <br /> Hydro Flasks; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it <br /> hereby requests the Department of Parks and Recreation to encourage minimizing the use of <br /> plastic water bottles by installing water bottle filling stations at County of Hawai`i Parks and <br /> Recreation facilities island wide, as recommended unanimously by the Hawai`i Island Packaging <br /> Sustainability Initiative Stakeholders Task Force. <br /> BE IT FURTHER RESOLVED that Departments of Water Supply and Public Works <br /> shall assist Department of Parks and Recreation, as deemed necessary, with the installation of <br /> water bottle filling stations at all County Parks and Recreational facilities. <br />
