Rule 4 <br /> OFFICERS AND THEIR DUTIES <br /> 1. Presiding Officer. The chairperson of the council shall <br /> <br /> be the presiding officer of the council. In the absence of the <br /> <br /> chairperson, the vice-chairperson shall preside. In the absence <br /> of the vice-chairperson, the chairperson of the Committee on <br /> Finance shall preside until a temporarv chair can be selected <br /> [and] The Chair shall have the right to vote as other members; <br /> however, when the chairperson is temporarily unable to perform <br /> his/her duties, the vice-chairperson shall have all the powers and <br /> be subject to all the duties of such chairperson. In the absence <br /> of the chairperson and vice chairperson the council shall elect <br /> from among its members a temporary presiding officer <br /> It shall be the duty of the chairperson: <br /> (a) To open the meeting of the council at the appointed <br /> hour by taking the chair and calling the meeting to <br /> order. <br /> (b) To announce the business before the council in the <br /> order prescribed by the rules. <br /> (c) To authenticate by his/her signature all acts of and <br /> doings by the council when necessary. <br /> - 4 - <br /> <br />
