UTILITIES AND SERVICES <br /> 18. Access: Access to the property is from Pahoa Village Road, a County-owned and <br /> maintained roadway with a pavement width of approximately 20 feet within an irregular <br /> width right-of-way fronting the subject property. The General Plan identifies Pahoa <br /> Village Road as a collector street which requires a minimum right-of-way width of 60 <br /> feet. However, recently the Planning Department and Department of Public Works <br /> (DPW)have recognized that due to the location of existing structures in or abutting the <br /> current right-of-way, it is highly unlikely that a 60-foot wide right-of-way can be achieved <br /> for this road. Instead a 50-foot wide right-of-way is more realistic. Therefore, and since <br /> the right-of-way fronting the property is irregular, DPW recommends the applicant <br /> provide a 25-foot wide future road widening setback taken from the roadway's existing <br /> centerline. The provision of this future road widening setback would also resolve the <br /> encroachments within the right-of-way and subject property. The DPW also recommends <br /> the applicant or successor landowner provide a pro rata share of the cost of constructing <br /> roadway improvements, to include curb, gutter, sidewalk,pavement widening and utility <br /> relocation, at the time when such improvements are implemented by the County. <br /> 19. Water: County water is available from an 8-inch waterline within Pahoa Village Road. <br /> Parcel 20 is currently served by a 5/8-inch meter, which is typically limited to an average <br /> daily usage of 400 gallons. The Department of Water Supply(DWS) recommends the <br /> applicant provide water usage calculations for the existing uses and proposed expansion <br /> so they can determine if the existing water meter is adequate or if an additional or larger <br /> water meter needs to be installed to meet the water requirements of the property. A <br /> backflow prevention assembly will need to be installed on the existing and any additional <br /> water meters. The existing 8-inch waterline fronting the property has a theoretical fire <br /> flow capacity of 1,565 gallons per minute(gpm)that does not meet the 2,000 gpm <br /> requirement for commercial land uses. The DWS recommends the applicant contact the <br /> Fire Department to determine the appropriate fire protection requirements. <br /> 20. Wastewater: According to the Department of Health, an existing cesspool on parcel 20 <br /> services the gas station, market and auto shop. The applicant may need to install a new <br /> -4- <br />
