Dru Kanuha, Council Chair <br /> and Members of the County Council <br /> Page 5 <br /> Additionally, to be consistent with the concurrency requirements of the Zoning <br /> Code, a condition of approval will require submittal of a Traffic Impact Analysis <br /> Report (TIAR) if a land use is developed that would generate over 50 peak hour trips. <br /> The applicants will be responsible for constructing any improvements identified in the <br /> TIAR required by the Department of Public Works. <br /> The project site has no severe geological or topographical problems which <br /> cannot be properly rectified or which would render the land unusable. The property is <br /> located in flood zone "X" which is an area determined by FEMA to be outside the <br /> 500-year flood plain. <br /> County water is available from an existing 8-inch waterline within Pahoa Village <br /> Road fronting the property. Parcel 20 is currently served by a 5/8-inch meter limited to <br /> an average daily usage of 400 gallons. Therefore, County water can be provided to the <br /> property, however the applicant may need to install an additional or larger water meter if <br /> the Department of Water Supply determines the existing water meter is not adequate to <br /> provide enough water for the expansion of commercial uses on the subject property. <br /> Additionally, the 8-inch waterline fronting the property is not capable of providing the <br /> required pressure of 2,000 gallons per minute of water flow for fire protection for <br /> commercial land uses, so the applicant will need to implement fire protection measures as <br /> required by the Fire Department. <br /> According to the Department of Health, an existing cesspool on parcel 20 <br /> services the gas station, market and auto shop. The applicant may need to install a new <br /> septic system to replace the existing cesspool to service the expanded commercial uses. <br /> There are no municipal waste collection services in the County. Therefore, all solid <br /> waste generated by development of the property will require private disposal at the Pahoa <br /> transfer station or Hilo landfill. Electrical and telephone services are available to the <br /> property. Police and fire services are available nearby in Pahoa and medical services are <br /> available in Pahoa and Hilo. <br /> Lastly, this recommendation is made with the understanding that the applicant <br /> remains responsible for complying with all other applicable governmental requirements <br /> in connection with the proposed use, prior to its commencement or establishment upon <br /> the subject properties. Additional governmental requirements may include the issuance <br /> of building permits, the installation of approved wastewater disposal systems, <br /> compliance with the Fire Code, installation of improvements required by the American <br />
