right-of-way with three lane, with the middle lane as a dedicated left/right turning lane. <br /> The City of Hilo Zone Map and the General Plan Facilities Map reflect that Kilauea <br /> Avenue is planned to be widened to an 80- foot wide right-of-way. The Department of <br /> Public Works recommend the applicant provide improvements to the subject property's <br /> entire Kilauea Avenue frontage consisting of,but not limited to, pavement widening with <br /> concrete curb, gutter and sidewalk, drainage improvements, and any required utility <br /> relocation, meeting the requirements of the Americans with Disabilities Act and the <br /> approval of the Department of Public Works. The improvements shall be located within <br /> the future road widening setback established by the Planning Department. Install <br /> streetlights and traffic control devices as may be required by the Traffic Division, <br /> Department of Public Works. The applicant shall be responsible for the design, purchase, <br /> and installation of such devices. DPW further noted that the site plan submitted with this <br /> change of zone application is inconsistent with the zoning code in that include the <br /> parking layout which would force some vehicles to back out onto Kilauea Avenue. <br /> Water: According to the Department of Water Supply, County water can be made <br /> available from a 10-inch waterline within Kilauea Avenue. The subject property is <br /> currently served by two (2), 5/8-inch meters that is limited to an average daily usage of <br /> 400 gallons. As three(3) single-family dwellings will remain on the property,the <br /> applicant will be responsible for obtaining an additional water meter for the third <br /> dwelling as well as a separate water meter for the proposed restaurant. The existing 10- <br /> inch waterline within Kilauea Avenue fronting the project site is adequate to provide the <br /> required 2, 000 gallons per minute flow for fire protection, however, the nearest fire <br /> hydrant is located 200 feet from the subject property which does not meet the required <br /> 150 foot standard. The Department recommends that the applicant contact the Fire <br /> Department for any fire protection requirements. The Department of Water Supply will <br /> determine the appropriate service lateral and meter size required once the applicant <br /> provides estimated maximum daily water usage calculations for the proposed use. <br /> 19. Wastewater: There is no County sewer in the area. According to their July 13, 2016 <br /> memo, the State Department of Health indicated that there is insufficient land area to <br /> install an additional individual wastewater system (IWS) on the property,however, DOH <br /> -4- <br />
