Parcels to the north and west are zoned Single Family <br /> Residential ten thousand(RS-10). <br /> 6) Community Development Plan: The Hilo Community Development Plan(CDP), <br /> adopted in 1975,reflects the property as existing residential use. <br /> The subject application is in general conformance with the goals,policies and <br /> implementing actions of the Hilo CDP. The applicants intend to continue utilizing <br /> the property for residential use with three existing single family dwellings on the <br /> property. The requested Residential-Commercial Mixed Use zoning designation is <br /> appropriate because the surrounding area adjacent to the Puainako Town Center, <br /> while still maintaining elements of the old residential neighborhood, is reflecting a <br /> further expansion of commercial uses. <br /> 7) Special Management Area (SMA): The subject property is not situated within the <br /> SMA boundary. <br /> C. PHYSICAL CHARACTERISTICS AND ENVIRONMENTAL SETTING OF THE <br /> PROPERTY AND SURROUNDING AREA <br /> 1) Description of the subject property: The subject property is situated on the east <br /> side of Kilauea Ave., approximately 180 feet north of the Kilauea Ave.—Kahaopea <br /> Street intersection, Waiakea, South Hilo, Island of Hawaii, Tax Map Key No. (3)2-2- <br /> 040: 004. The subject property is a 1 acre parcel which has been developed with four <br /> single family dwelling units currently on the property. The first dwelling was <br /> constructed in 1944 and the most recent one was constructed in 1992. The oldest <br /> dwelling is unoccupied and in dilapidated condition. The applicants intend to <br /> demolish the unoccupied dwelling to construct a new 2,280 square foot restaurant. <br /> The remaining three dwellings will be retained for residential use and are currently <br /> occupied by the applicants and other family members. <br /> 2) Lava and Earthquake Hazard Zones: The volcanic hazard as assessed by the <br /> United States Geological Survey for the project area is "3" on a scale of ascending <br /> risks 9 to 1 (Heliker 1990). Zone "3" encompasses the entire city of Hilo and is not <br /> adjacent to or immediately downslope of active rift zones. The Building Code <br /> designates the entire Island of Hawaii in Earthquake Zone 3 and contains certain <br /> structural requirements to address the relative seismic hazards. <br /> 3) Distance from the coastline: The coastline is situated more than 2 miles north of the <br /> subject property. <br /> 4) Agricultural Lands of Importance to the State of Hawaii(ALISH) designation: <br /> The subject property is in an urban area and is not classified by the Agricultural <br /> Lands of Importance to the State of Hawaii (ALISH) classification system. <br /> 5) U.S.D.A.
