Dru Kanuha, Council Chair <br /> and Members of the County Council <br /> Page 6 <br /> County water can be made available from a 10-inch waterline within Kilauea <br /> Avenue. The subject property is currently served by two (2), 5/8-inch meters that is <br /> limited to an average daily usage of 400 gallons. As three (3) single-family dwellings <br /> will remain on the property, the applicant will be responsible for obtaining an additional <br /> water meter for the third dwelling as well as a separate water meter for the proposed <br /> restaurant. The existing 10-inch waterline within Kilauea Avenue fronting the project <br /> site is adequate to provide the required 2,000 gallons per minute flow for fire protection, <br /> however, the nearest fire hydrant is located 200 feet from the subject property which does <br /> not meet the required 150 foot standard of the Fire Department. The Department of <br /> Water Supply will determine the appropriate service lateral and meter size required once <br /> the applicant provides estimated maximum daily water usage calculations for the <br /> proposed use and the applicants will be required to install reduced pressure type backflow <br /> prevention assembly and any other improvements that may be required by DWS. <br /> There is no County sewer in the area. Thus, an individual wastewater system, such <br /> as a septic system, will need to be installed to service the proposed restaurant. There are <br /> no municipal waste collection services in the County. Therefore, all solid waste <br /> generated by development of the property will require private disposal at the Hilo landfill. <br /> Electrical and telephone services are available to the property. Police and fire services <br /> and medical services are available nearby in Hilo. <br /> The request is not contrary to Chapter 205A, Hawaii Revised Statues, <br /> relating to Coastal Zone Management. The subject parcel is over two (2) miles from <br /> the nearest shoreline and is outside of the SMA. There is no record of a designated <br /> public access to the shoreline or mountain areas that traverses the site. According to <br /> the applicant, no valued cultural, historical or natural resources exist on the properties <br /> and there is no evidence of any traditional and customary Native Hawaiian rights being <br /> practiced on the site. In a letter dated July 18, 2016, the DLNR State Historic <br /> preservation Division determined that the proposed rezone, demolition of a dwelling, <br /> and construction of a restaurant would have no effect to historic properties due to <br /> previous grading/grubbing on the parcel. Thus, it is not anticipated that the proposed <br /> request will have any adverse impact on cultural or historical resources in the area and <br /> no action is necessary to protect these rights. <br /> Lastly, this recommendation is made with the understanding that the applicant <br /> remains responsible for complying with all other applicable governmental requirements <br /> in connection with the proposed use, prior to its commencement or establishment upon <br />
