REPORT OF THE <br /> COMMITTEE ON ENVIRONMENTAL MANAGEMENT <br /> DATE: November 15, 2016 Re: Comm. No. 1146/Res. No. 708-16 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 4:33 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, HI 96720 <br /> Your Committee on Environmental Management, to which was referred Resolution No. 708-16, <br /> reports as follows: <br /> Resolution No. 708-16, transmitted by Council Member Daniel K. Paleka, Jr., via <br /> Communication No. 1146, dated October 14, 2016, urges the County of Hawai`i to encourage <br /> manufacturing of packing on Hawai`i Island that is aligned with the Integrated Resource Solid <br /> Waste Management Plan (IRSWMP) and Zero Waste Policies. <br /> November 1, 2016: There were 2 people who provided testimony in opposition of <br /> Resolution No. 684-16. After hearing all public testimony, Mr. Onishi called a recess to the <br /> November 15 meeting in Kona. <br /> November 15, 2016: A motion to approve Res. 708-16 was made by Mr. Paleka and seconded <br /> by Ms. David. Mr. Paleka asked for support and said he has an amendment to introduce but <br /> would like to hear any comments first. As there were no comments, a motion to amend <br /> Resolution No. 708-16 with the contents of Communication No. 1146.1 was made by Mr. Paleka <br /> and seconded by Ms. Poindexter. Ms. Wille said she did not agree with it.
