OiM ,• . <br /> COUNTY OF HAWAII :. ,��" %�• STATE OF HAWAII <br /> • 4TH Gi•M/.i _. <br /> RESOLUTION NO. 708 16 <br /> A RESOLUTION URGING THE COUNTY OF HAWAII TO ENCOURAGE <br /> MANUFACTURING OF PACKAGING ON HAWAI'I ISLAND THAT IS ALIGNED <br /> WITH THE INTEGRATED RESOURCE SOLID WASTE MANAGEMENT PLAN AND <br /> ZERO WASTE POLICIES. <br /> WHEREAS, the Hawai`i Island Packaging Sustainability Initiative Stakeholders Task <br /> Force, hereinafter referred to as HIPSIS Task Force, is comprised of participants from divergent <br /> backgrounds and interests as designated in Resolution No. 565-16, Draft 3, adopted unanimously <br /> by the Hawai'i County Council on August 17, 2016; and <br /> WHEREAS, Resolution No. 356-07, Draft 2, a resolution to embrace and adopt the <br /> principles of zero waste as a long-term goal for Hawaii County and to incorporate the zero <br /> waste philosophy into the County of Hawaii Integrated Resources and Solid Waste Management <br /> Plan (IRSWMP), was adopted by the County Council, December 19, 2007; <br /> WHEREAS, at its third session held on October 6, 2016, members of the HIPSIS Task <br /> Force who attended in person at the Hilo Council Chambers, via Kona videoconference satellite, <br /> and via phone, voted unanimously on a solution that will reduce the amount of product and <br /> packaging waste that enters our ocean, which is detrimental to marine life; and <br /> WHEREAS, the solution is to encourage manufacturing packaging on Hawai'i Island <br /> that is aligned with the IRS WMP and zero waste policies; and <br /> WHEREAS, Section 3.2.2 of the County of Hawaii IRSWMP states, in part, "...one of <br /> the fundamental principles of zero waste is redesigning products and packaging, by taking into <br /> account the entire life-cycle of a product. In contrast to the current emphasis on disposability, <br /> products and packaging within the zero waste framework are designed with an emphasis on <br /> minimal use of materials, use of recycled and benign resources, longer product lives, and <br /> maximum potential for every product to be repaired, reused, or recycled...."; and <br />
