BNgoREZ.mjj-10/13/16 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> TRAM NGO <br /> CHANGE OF ZONE APPLICATION (REZ 16-212) <br /> TRAM NGO has submitted an application for a Change of Zone from a Single-Family <br /> Residential-10,000 square feet (RS-10) to a General Commercial-10,000 square feet(CG-10) <br /> zoning district for 16,911 square feet of land. The subject property is located on the west side of <br /> Kilauea Avenue approximately 90 feet south of the West Lanikaula Street- Kilauea Avenue <br /> intersection, Waiakea Houselots 2"1 Series, South Hilo, Hawaii, TMK: 2-2-025:012. <br /> PROPOSED ACTION <br /> 1. Applicant's Request: Change the zoning district from Single-Family Residential— <br /> 10,000 square feet(RS-10)to General Commercial— 10,000 square feet(CG-10) for <br /> 16,911 square feet of land. According to the Zoning Code, the General Commercial <br /> district applies to an area suitable for commercial uses and services on a broad basis to <br /> serve as the central shopping or principal downtown area for a city or a region. No CG <br /> district shall be established until there is a demonstrated need for such action and no two <br /> CG districts shall be established in such relationship to each other that they cannot act as <br /> one center and yet are too close together to serve two distinct regions. Requirements for <br /> establishing a land use in the CG district, including a list of the variety of permitted land <br /> uses, are shown in Section 25-5-110 to 118 of the Zoning Code. Proposed Development: The applicant requests the change of zoning to CG-10 in order <br /> to convert the existing residence into a beauty salon and personal services building. On- <br /> site parking and landscaping would be provided as required by the Zoning Code.
