February 2003— February 2005: Deputy to the Chairperson, State of Hawaii Department of Agriculture • In collaboration with the Chairperson, principal responsible for day-to-day operations of the department including oversight of programs, personnel, budget, contracts and correspondence. • Legislative coordination, including tracking and analysis of all agriculture related bills; and the drafting, review and presentation of testimony in alignment with the Administration's priorities. • Oversight of implementation of Hawaii Administrative Rule amendments including the revised Rabies Quarantine Program and the Hawaii Conservation Resource Enhancement Program. • Oversight of correspondence including external communications for the Chairperson and Governor, responses to the State Legislature; the Department's Annual Report, other reports and documents; and internal and external newsletters. • Liaison with commodity and community organizations addressing special needs and inquires related to department programs and regulatory agencies at state and federal levels. • Environmental program oversight and review of industry impacts and department resources. • Department representation including the Agribusiness Development Corporation Board (March 2003 — February 2005), Hawaii Rural Development Council Vice-Chair (June 2003 — February 2005) and Plant and Animal Advisory Committee Acting Chair. • Quality Assurance Division Acting Administrator (October 2004—February 2005) oversight of programs, personnel and budget for the Commodities and Measurement Standards branches.
