LEY <br /> RESUME <br /> EMPLOYMENT HISTORY <br /> August 2009— November 2016: State Executive Director, U.S. Department of Agriculture Farm Service <br /> Agency Hawaii and Pacific Basin <br /> • Delivered initiatives to support President Obama, the Secretary of Agriculture, the Farm Service <br /> Agency Administrator's goals to expand and enhance the economic development and wellbeing <br /> of rural communities and agriculture throughout Hawai'i, American Samoa, Guam, the <br /> Commonwealth of the Northern Mariana Islands, Republic of the Marshall Islands, Federated <br /> States of Micronesia and the Republic of Palau. <br /> • Responsible for the timely and efficient delivery of programmatic services to agricultural <br /> businesses. <br /> • Assured delivery of an average of$20 Million annually in disaster assistance, support payments <br /> and loans to agricultural producers. <br /> • Oversight of 36 staff and 20 producer-elected County Committee Members. <br /> • Successfully managed budget and staffing reductions exceeding 20% by empowering staff to solve <br /> challenges and enhance outcomes and to develop and pursue career development opportunities. <br /> • Envisioned and led multiple transition strategies enabling virtual sharing of workloads throughout <br /> Hawaii, the Pacific Basin and ten southwest states, with the latter including a formal <br /> reorganization of administrative functions requiring review and approval by the Secretary of <br /> Agriculture and Congress. <br /> • Routinely collaborate with congressional offices, foreign and territorial governments, other <br /> federal agencies, State of Hawaii and counties, non-profit organizations and advocacy groups. <br /> March 2005 —July 2009: Deputy Director, County of Hawaii Department of Research and Development <br /> • In collaboration with the Director, served as the principal responsible for day-to-day operations of <br /> the department, including oversight of programs related to agriculture, tourism, economic <br /> development, community development, energy and film. Other responsibilities included <br /> management of personnel, correspondence, contracts, budget and purchases. <br /> • Acting Energy Coordinator responsible for overall energy program, initiatives and <br /> energy emergency preparation and management. Initiatives resulted in the installation of a <br /> photovoltaic system at the West Hawai'i Civic Center and Hawaii County Building, electric vehicle <br /> charging stations, and the purchase of the County's first hybrid vehicles (June 2005—January <br /> 2008). <br /> • Acting Tourism Program Specialist, with responsibility for oversight and delivery$1.2 million <br /> annually in program initiatives (March 2005—November 2006). <br /> • Special assignments included investigation of complaints, misconduct, development of policy and <br /> procedures. <br /> • County representation included the Governor's Energy Emergency Preparedness Advisory Group, <br /> Hawaii State Energy Council, Blue Planet Summit 2008 and facilitator for government and <br /> community meetings. <br />
