REQUEST: <br /> An Ordinance amending Ordinance 12-129 authorizing the Mayor to enter into an intergovernmental <br /> agreement for a State Water Pollution Control Revolving Fund Loan for Wastewater improvement projects <br /> and authorizing the issuance of$11,322,000 General Obligation Bonds of the County of Hawaii for the <br /> purpose of financing the following projects: <br /> Kalaniana'ole Interceptor Sewer Rehabilitation Phase II $8,622,000 <br /> Kula'imano and Papa'ikou Dewatering & Barminutor Replacement $2,700,000 <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The State Department of Health has indicated that funding through the State Water Pollution Control Revolving <br /> Fund Loan Program is available for the Kula'imano & Papa'ikou Dewatering & Barminutor Replacement project. <br /> Ordinance 12-129 includes funding for the Kula'imano & Papa'ikou Dewatering project in the amount of <br /> $1,200,000. This request is to increase the authorized amount for this project to $2,700,000, and to change the <br /> project name to "Kula'imano & Papa'ikou Dewatering and Barminutor Replacement." This request includes no <br /> changes to the Kalaniana'ole Interceptor Sewer Rehabilitation Phase II project. <br /> The increase in amount is due to additional project scope which will include barminutor replacement and other <br /> minor system upgrades. <br /> The Kula'imano and Papa'ikou Wastewater Treatment Plant upgrades include the following: (1) replacement of <br /> existing sludge dewatering systems, (2) replacement of existing barminutors with screening devices, <br /> (3) modification to the existing potable water systems to integrate air-gap protection, (4) replacement of existing <br /> underground aeration piping (Kula'imano facility only), and (5) assessment of existing electrical systems to <br /> identify and implement necessary upgrades to the electrical systems.
