No. 29/Bill No. 5 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 1:10 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Bill No. 5, reports as follows: <br /> Bill No. 5, transmitted by Mayor Harry Kim, via Communication No. 29 dated December 13, <br /> 2016, amends Section 25-8-15 (Hamakua District Map), Article 8, Chapter 25 (Zoning Code) of <br /> the Hawai`i County Code 1983 (2016 Edition, as amended), by changing the District <br /> Classification from Resort-Hotel - 25,000 square feet (V-25) and Agricultural - Forty Acres <br /> (A-40a) to Single Family Residential - Ten Acres (RS-10a) and Single Family Residential - Five <br /> Acres (RS-5a) at Kukuihaele, Waikoekoe, Hamakua, Hawai`i covered by Tax Map Keys: <br /> 4-8-006:003, 4-8-006:013 and 4-8-006:069. <br /> This measure is initiated by the Planning Director, and the subject area is 31.237 acres. <br /> The Windward Planning Commission recommended approval of this bill at its public hearing on <br /> December 1, 2016. The properties are the site of the formerly proposed Trees of Kukuihaele <br /> development that will not be developed. The Planning Director recommends reclassifying the <br /> property to a lower density zone, removing the ability to subdivide these properties. <br /> Deputy Planning Director Daryn Arai came forward and explained that this request was <br /> prompted by the current landowner and that the original vision for a resort development on these <br /> properties was not going to materialize because of limitations such as the lack of adequate water <br /> to sustain a resort development.
