northwest of the property across the East Kahaopea Street/Highway 11 intersection, the <br /> surrounding area is in single-family residential use. There are two vacant parcels zoned <br /> RS-10 between the subject property and the Hilolani Subdivision to the east. The <br /> majority of these two parcels are situated in the "AE" flood zone. The Ka`iulani and <br /> Ruthie Subdivisions are located to the south and the Waiakea Homesteads Houselots are <br /> located to the north on lands zoned RS-10. <br /> 12. Flood Zone: Portions of the property are in an area designated as Flood Zone AE on the <br /> Flood Insurance Rate Map (FIRM)by the Federal Emergency Management Agency <br /> (FEMA). Flood Zone AE is a Special Flood Hazard Area inundated by the 100-year(1% <br /> chance of occurring in any given year) where flood elevations have been determined. <br /> 13. Archaeological/Historical/Cultural Resources: The property was previously used as a <br /> nursery but currently no structures exist on the property. The property was grubbed <br /> around 2001. In February 2009, a field inspection was conducted by an archaeologist to <br /> assess the site conditions related to historic and cultural sites. It was observed that most of <br /> the property had been mechanically altered in the past. In a letter dated July 18, 2016, the <br /> Department of Land and Natural Resources- State Historic Preservation Division <br /> concluded no historic properties will be affected by development of the property. <br /> 14. Flora/Fauna Resources: The property was grubbed of invasive vegetation in 2001 and <br /> 2004. Since then invasive trees and shrubs have again taken root. Feral pigs and goats <br /> have been observed; however no rare, threatened or endangered species have been located <br /> on the property. It is highly unlikely that they would exist on the property due to the <br /> property's close proximity to urban development. <br /> 15. Public Access: There is no record of a designated public access to the shoreline or <br /> mountain areas that traverses the property. <br /> 16. Traffic Impacts: In June 2016, AECOM Technical Services Inc. prepared a Traffic <br /> Impact Assessment Report conducted for the current proposed development. The report, <br /> which assessed traffic impacts of the assisted living facility and approximately 13,500 <br /> square feet of commercial development, recommends the west leg of the Kanoelehua <br /> -6- <br />
