Law Offices of Yeh & Moore <br /> A Limited Liability Law Company <br /> • <br /> September 23, 2016 <br /> Page 2 <br /> Introduction - Status of Project Development <br /> Applicant is currently in contract to purchase the Property from GIH. Applicant submitted a <br /> Use Permit Application on August 11, 2016 to the Planning Department for the Project along with a <br /> revised Site Plan, submitted on August 26, 2016, which depicts the proposed Project thereunder being <br /> a three-story, 81,404 square foot ALF,providing 24-hour living accommodations in a home-like <br /> environment for up to 120 full-time residents. The Project is planned to be constructed in two phases, <br /> with the first phase to include an 88-bed section, together with development elements described in <br /> Applicant's Use Permit Application. Subject to the rate of absorption, the second phase of the project, <br /> consisting of an additional 32 beds, would be 3 to 5 years after the first phase, with the planned second <br /> and final phase resulting in a total of 120 beds in 105 units consisting of a mix of studios, one and two- <br /> bedrooms, and Alzheimer/memory care units. Clustered parking stalls are planned around the ALF site <br /> on all sides, and will connect to the building via perimeter walking paths. <br /> Amenities will include a fitness/exercise room, gardens, and walking paths. Services to provide <br /> elderly residents' daily needs will include medical services and personalized services for the individual's <br /> well-being, including memory care and mental stimulation services. Transportation assistance, and <br /> social programs will be provided. <br /> The Project will be accessed from a planned new access driveway off Kahaopea Street at its <br /> intersection with East Awapuhi Extension, a County road. <br /> See enclosed Site Plan. <br /> A commercial development incorporating light office and retail uses is also being considered by <br /> the Applicant for the portion of the Property that would not be devoted to the ALF use. <br /> Approximately 6,835 square feet of gross leasable floor area of retail and 6,835 square feet of office <br /> area are proposed in the commercial center. <br /> In its review of Applicant's Use Permit Request, the Planning Department has recommended <br /> that Applicant apply for a time extension of Condition"C" (deadline to obtain final subdivision <br /> approval), in conjunction with the performance of Condition"G" (obtaining a LOMR prior to securing <br /> Final Subdivision Approval of final plan approval, whichever occurs first), due to the likelihood that <br /> Applicant will be unable to obtain a LOMR from FEMA before the August 20, 2017 deadline to obtain <br /> final subdivision approval. <br /> Summary of the Instant Requests <br /> Condition"G" currently requires that Applicant obtain, if required, a Letter of Map Revision <br /> ("LOMR")from FEMA prior to securing final subdivision approval or final plan approval for the <br />
