The property is located on the southeast side of the intersection of <br /> Kanoelehua Avenue (State Highway 11) and East Kahaopea Street, Waiakea Homestead <br /> House Lots, South Hilo, Hawai`i, TMK: 2-2-044:031, 032, 035 and 037. The applicant is <br /> currently in contract to purchase the property from the landowner, Graphic Images <br /> Hawai`i, Inc. In August 2016 the applicant submitted a Use Permit application to <br /> develop a 120-bed assisted living facility in an approximately 81,404 square foot, three- <br /> story building. The assisted living facility would be developed in two phases with 88 beds <br /> developed in the first phase and 32 beds in the second phase, which would occur about 3- <br /> 5 years after the first phase is completed. The applicant also plans to develop about 6,800 <br /> square feet of leasable office uses and about 6,800 square feet of leasable retail space on <br /> the portion of the property not being occupied by the assisted living facility. Access to <br /> the property will be from a driveway from Kahaopea Street, directly across from <br /> `Awapuhi Street. The property will be filled to level the buildable areas, due to the <br /> topography and intermittent flow of water that runs across the makai portion of the <br /> property. <br /> Granting of the amendments would not be contrary to the original reasons <br /> for granting the rezone or to the General Plan or the Zoning Code. The original <br /> reasons for the approval of the change of zone are still applicable and the request is not <br /> contrary to these reasons. The zoning was originally approved in 1996 to provide <br /> additional land for commercial land uses in Hilo in close proximity to existing services. <br /> The applicant currently plans to construct a 120-bed assisted living facility which is a <br /> permitted use in the Neighborhood Commercial (CN) zoning district with a Use Permit. <br /> The Housing Element of the General Plan encourages the construction of specially <br /> designed facilities or communities for elderly persons needing institutional care and small <br /> home care units for active elderly persons. Currently there is one assisted living facility <br /> on the island, in Kailua Kona. The proposed assisted living facility will fulfill this need in <br /> the community and therefore is consistent with the General Plan. <br /> The applicant is simply seeking additional time to complete the consolidation and <br /> re-subdivision for the subsequent development and to change the timing of constructing <br /> drainage improvements to be done at the same time the assisted living facility is <br /> constructed rather than prior. The Planning Department is supportive of the request for a <br /> time extension to complete consolidation and re-subdivision of the property, since they <br /> have been consistently working on drainage and traffic improvement plans for the <br /> proposed development. <br />
