Poindexter, Council Chair <br /> and Members of the County Council <br /> Page 4 <br /> Since approval of the zoning in 1996, the County Council adopted concurrency <br /> requirements for water, roads and civil defense sirens. The Department of Water Supply <br /> has indicated that County water can be provided to the property for land uses permitted in <br /> the Neighborhood Commercial zoning district, although the applicant may need to install <br /> additional improvements such as additional or larger water meters. Additionally, the 20- <br /> inch waterline within Kanoelehua Avenue is adequate to provide water to meet minimum <br /> flow requirements for fire protection for commercial zoning. <br /> In June 2016, AECOM Technical Services Inc. prepared a Traffic Impact <br /> Assessment Report conducted for the current proposed development. The report, which <br /> assessed traffic impacts of the assisted living facility and approximately 13,500 square <br /> feet of commercial development, determined that the Kanoelehua Avenue- Kahaopea <br /> Street intersection will operate at an acceptable level-of-service with the proposed <br /> project. The development is expected to slightly increase traffic volumes on the East <br /> Kahaopea Street approach to the intersection and therefore, the report recommends the <br /> west leg of the Kanoelehua Avenue/Kahaopea Street intersection be re-striped to provide <br /> more vehicle queueing space for the eastbound left-turn and through traffic movement. <br /> The County Traffic Division has indicated to the Planning Department that they will <br /> complete this re-striping improvement in the future. Additionally, the Traffic Division <br /> has recommended and applicant has agreed to make improvements to the east leg of the <br /> intersection approach by providing pavement widening, curb, gutter, sidewalk, and <br /> drainage improvements and any necessary utility relocation along the properties <br /> Kahaopea Street frontage. These Kahaopea Street frontage improvements are not <br /> considered regional road improvements, but rather are considered local traffic <br /> improvements that serve the proposed development and mitigate its impacts on the <br /> adjacent road. Therefore, these improvements would not qualify for a credit against the <br /> fair share contribution for roads. <br /> Concurrency standards for civil defense sirens are met by a siren located nearby at <br /> Panaewa Park which provides coverage to the subject property. Thus, the proposed <br /> request will not unreasonably burden public agencies to provide for infrastructure and <br /> utilities to the property. <br /> The applicant requests a determination of whether the fair share contribution <br /> requirements in Condition Q apply to assisted living facilities, and if so, requests relief <br /> from the parks and roads contribution components of Condition Q.
