PC-5 Page 2 February 21, 2017 <br /> Mr. Dewalt provided further background regarding the flood zone issues, then said that the <br /> process is going through FEMA and County engineering. He said that once there is a conditional <br /> approval, they will be able to build the improvements, then request the final approval required <br /> prior to occupancy. <br /> Mr. Yeh stated that improvements to the intersection will be provided based on the traffic impact <br /> analysis. He said they plan to provide left turn, turning pockets onto Kanoelehua Street, <br /> Awapuhi Street and into the common driveway. <br /> Mr. Yeh stated that now that they will be providing a highly needed assisted living facility that <br /> will be similar to the Pohai Nani facility on Oahu, they are seeking adjustments to the ordinance <br /> regarding fair share contributions. Mr. Yeh stated that the residents are not going to be creating <br /> traffic impacts, nor will they create park impacts. <br /> Mr. Yeh commented that this project will have memory care gardens, recreational facilities, <br /> walking paths, and will incorporate other"Blue Zones" concepts as discussed with Carol <br /> Ignacio, Blue Zones Community Program Manager for the Hawai`i Island. <br /> Several Council Members inquired regarding the concerns of the adjoining land owners, <br /> drainage improvements, engineering work, and the required Conditional Letter of Map Revision <br /> (CLOMR) and Letter of Map Revision(LOMR), to which Messrs. Yeh and Dewalt descriptively <br /> responded. <br /> Deputy Planning Director Daryn Arai came forward and explained that this project is at the <br /> zoning level and that this proposal is at its conceptual stage. Should this amendment be <br /> approved, the developer will proceed with the civil engineering work which will include the <br /> necessary design and calculations to accommodate any drainage that is generated and adequately <br /> disposed of onsite.
