I have known Joe for over 30 years, have worked with him and interacted with him socially, and believe I can present an informed opinion as to his professional and personal qualities that support his confirmation as Corporation Counsel. I first met Joe in 1985 when I clerked at the Office of the Prosecuting Attorney, where Joe served as a deputy prosecutor. From the very beginning, Joe showed me and the other law clerks warmth and caring in helping us learn the criminal law and procedure. I later worked with Joe at the Office of the Corporation Counsel, where he served as Litigation Division Chief, and later Senior Deputy. Again, Joe could always be counted on to work with newer deputies to develop their legal skills, all the while showing warmth and caring.
