STATE OF HAWAII <br /> RESOLUTION NO. 356 07 <br /> A RESOLUTION TO EMBRACE AND ADOPT THE PRINCIPLES OF ZERO <br /> WASTE AS A LONG -TERM GOAL FOR HAWAII COUNTY. <br /> WHEREAS, according to the August 2001 "Waste Composition Study, South Hilo <br /> Lanfill", approximately 67,000 tons of waste was deposited at the South Hilo Landfill in <br /> 2000; and <br /> WHEREAS,the department of environmental management secured an extention of <br /> time for the closure of the South Hilo Landfill by implementing sliver-filling techniques <br /> that have added some years to the landfill's life span; and <br /> WHEREAS,the Council of the County of Hawai`i recognizes the need to increase <br /> efforts that will divert materials from the landfill; and <br /> WHEREAS, the Zero Waste philosophy promotes the highest and best use of <br /> materials to eliminate waste and pollution by emphasizing a closed-loop system of <br /> production and consumption, moving in logical increments toward the goal of zero waste <br /> through the core principles of: <br /> • Improving"downstream" reuse/recycle of end-of-life products and materials to <br /> ensure their highest and best use; <br /> • Pursuing"upstream"re-design strategies to reduce the volume and toxicity of <br /> discarded products and materials, and promote low-impact or reduced-consumption <br /> lifestyles; <br /> • Fostering and supporting the use of discarded products and materials to stimulate and <br /> drive local economic and workforce development; and <br /> WHEREAS,strategies to reach zero waste can help promote the over-arching goal of <br /> each generation leaving a reduced ecological footprint on the earth; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> through its legislation, policies, and actions that Hawai`i County does embrace and will <br /> adopt the Zero Waste philosophy of solid waste management; and <br />
