BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Pursuant to Rule 2-3E of the Rules and Regulations of the Liquor Commission of the Department of Liquor <br /> Control of the County of Hawaii, State of Hawaii, the Director is authorized to "designate a portion of fine <br /> monies collected for use in programs to promote compliance to liquor laws. Such programs may include, but <br /> is not limited to enforcement, public service announcements, promoting responsible drinking and driving, <br /> youth programs and education." <br /> 1) B.R.A.V.E. Hawaii, Inc. is a non-profit organization that is dedicated to helping Hawaii students to <br /> understand that a key to success is Being Respectful And Valuing Everybody. Director and volunteer of <br /> B.R.A.V.E. Hawaii, Inc., Augusto Tulba, better known as celebrity/comedian Augie T, has created an "I'm <br /> B.R.A.V.E Hawaii Island" Underage and Illegal Substance Abuse Prevention Program. Augie and his guest <br /> speakers/trainers will share their expertise and motivational stories to encourage students not to drink <br /> through a series of visits and sessions with our schools. This program will run through the 2017-18 school <br /> year with 6 Hawaii Island public middle schools willing to participate. Students will take the B.R.A.V.E. <br /> pledge and get a B.R.A.V.E. ID card that will entitle them to discounts at participating businesses committed <br /> to help prevent underage drinking. Funds will be used for airfare for trainers, awareness materials such <br /> posters, videos and social media campaigns, student giveaways such as ID cards, parent guides, t-shirts <br /> and a possible end-of-year concert for those that take the B.R.A.V.E. pledge. <br /> SIGNED: DATE: MAR 1 4 2Q17 <br /> Department Head <br />
