Traffic Code Amendments — Haihai Street cont'd <br /> The primary intent of this amendment is to restrict parking to address concerns by the <br /> Department of Parks and Recreation. The main.issue is that Hilo Municipal Golf <br /> Course (HMGC) patrons park along portions of the subject area creating a safety <br /> concern due to the narrow shoulders.
