COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 229 17 A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A MULTI-YEAR HOUSING ASSISTANCE PAYMENT CONTRACT (AGREEMENT) WITH 2020 KINOOLE LIMITED PARTNERSHIP (PARTNERSHIP) OWNERS OF THE KINO'OLE SENIOR RESIDENCES, SELECTED FOR THE SECTION 8 PROJECT- BASED VOUCHER PROGRAM (PBV PROGRAM) AS OFFERED THROUGH A PUBLIC NOTICE DATED JULY 10, 17, 24, 2005. WHEREAS, Section 10-11 of the County Charter requires that any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year or of more than one fiscal year, be approved by resolution; and WHEREAS,the Office of Housing and Community Development (OHCD) entered into a 10-year Housing Assistance Payment Contract with the Partnership on August 1, 2007 following public notice dated July 10, 17, and 24, 2005; and WHEREAS, the current 10-year contract expires on July 31, 2017; and WHEREAS, the Partnership has submitted a written request for a new 10-year Agreement to provide rental assistance for up to twenty nine (29) eligible participants; and WHEREAS, under the Project-Based Voucher Program,the OHCD will attach a Section 8 Housing Assistance Payment Contract(Agreement)to existing structures; and WHEREAS, the purpose of the Section 8 Project-Based Voucher Program is to encourage property owners to make available rental housing units to low-income families that are not within the current housing fair market rents; and WHEREAS, the OHCD would like to assist twenty nine (29) units in the County of Hawai'i under the funding available for this purpose; and WHEREAS, the County of Hawai'i wishes to enter into a multi-year agreement with 2020 Kinoole Limited Partnership, selected as a Section 8 Project-Based Voucher project (the "Project") by the OHCD utilizing the Section 8 Project-Based Voucher Program's evaluation process; and L
