Reason for change: The Planning Director is removing all references within the Zoning <br /> Code relating to community buildings and incorporating community uses within <br /> "meeting facilities"that will require a Use Permit. <br /> Relating to Public Buildings and Community Buildings: <br /> Section 25-4-11. Power lines,utility substations,public buildings. <br /> "(c) Public uses, structures and buildings [. -: : --.-- . -: • -_ ]are permitted <br /> uses in any district, provided that the director has issued plan approval for such <br /> use." <br /> Reason for change: The main reason for this change is to remove all references within <br /> the Zoning Code relating to community buildings, including this particular reference. <br /> The other reason for removing the reference to community buildings in the public <br /> buildings section is that public uses, structures and buildings should be kept separate <br /> from other non-governmental uses, buildings and structures. In the Zoning Code, a <br /> "public use,public building and public structure"is defined as being owned or managed <br /> by the federal government, the State of Hawai`i or the County to fulfill a governmental <br /> function, activity or service for public benefit and in accordance with public policy. <br /> Excluded are uses which are not purely a function, activity or service of government and <br /> structures leased by government to private entrepreneurs or to nonprofit organizations. <br /> Relating to Meeting Facilities and Community Buildings in the RS, RD and RM <br /> Zoning Districts: <br /> Section 25-5-3. Permitted uses (in the RS district): <br /> (a) The following uses shall be permitted in the RS district: <br /> (3) [ ; -,- . -: ; .' : - , . ---•- . . . - : . <br /> [(9) Meeting facilities. <br /> (b) In addition to those uses permitted under subsection (a) above, the following uses <br /> may be permitted in the RS district,provided that a use permit is issued for each <br /> use pursuant to section 25-2-61: <br /> (9) Meeting facilities. <br /> -4- <br />
