(3) Churches, temples and synagogues,[ -:'-_ :- -- - . - : <br /> churches, temples, synagogues] and other such institutions, in RS, RD, <br /> RM, RA, FA and A districts; provided that a minimum building site area <br /> of ten thousand square feet is required within the RS,RD,RM,and RA <br /> districts." <br /> (9) Meeting facilities in RS, RD and RM districts, provided that a minimum <br /> building site area of ten thousand square feet shall be required. <br /> Additionally, a use permit shall berequired in the RA, FA and A districts <br /> if the building site is within the State land use urban district. <br /> Reason for changes: The Planning Director is initiating a change to the Zoning Code to <br /> require that a Use Permit for meeting facilities located within RS, RD and RM districts as <br /> long as the building site is at least ten thousand square feet in size, which is similar <br /> minimum lot size as churches. Additionally, a use permit will be required in the RA, FA, <br /> and A districts if the building site is located within the State land use urban district. <br /> Meeting facilities can create adverse impacts, such as traffic and noise,which will affect <br /> the surrounding residential and/or agricultural communities. The Use Permit process will <br /> allow the surrounding community to be informed of the request and offer the opportunity <br /> to participate with considerations to conditions of approval, if applicable, that will <br /> mitigate any significant adverse impacts such as hours of operations, the number of <br /> functions and/or the number of people. Additionally, the Planning Director is removing <br /> the reference relating to meeting facilities associated with churches, temples, and <br /> synagogues due to its redundancy since a church, temple or synagogue already requires a <br /> Use Permit. <br /> Relating to Plan Approval and Community Buildings: <br /> Section 25-2-71. Applicability; plan approval required. <br /> "(c) Plan approval shall be required in all applicable districts prior to the construction <br /> or establishment of the following improvements and uses: <br /> (1) Public uses, structures and buildings[ and community buildings,] as <br /> permitted under section 25-4-11." <br /> • <br /> -3- <br />
