This bill will amend <br /> Chapter 5, "Building," and Chapter 27 "Floodplain Management" of the Hawaii County Code <br /> 1983 (2016 Edition, as amended), to comply with the National Flood Insurance Program (NFIP) <br /> regulations. The reason for the ordinance amendments are described below. <br /> A revised Flood Insurance Rate Map (FIRM) for Hawaii County will become effective on <br /> September 29, 2017. FEMA issued a Letter of Final Determination (LFD) to Hawaii County on <br /> March 29, 2017. The LFD finalized the flood hazard information and started the 6-month <br /> adoption/compliance period during which Hawaii County is required to adopt or amend its <br /> floodplain management regulations to reflect the changes in the FIRM. Our State NFIP <br /> Coordinator Ordinances advised us of the changes that needed to be made. Ordinances must <br /> meet or exceed minimum NFIP requirements and be legally enforceable before the FIRM <br /> effective date of September 29, 2017. <br /> Should Hawaii County fail to update its ordinance, it may be subject to suspension from the <br /> NFIP, which would make flood insurance and certain types of Federal disaster assistance <br /> unavailable within the community.
