No. 334/Bill No. 50 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 1:43 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Parks and Recreation, to which was referred Bill 50, reports <br /> as follows: <br /> Bill 50, transmitted by Public Works Director Frank De Marco, via Communication 334, dated <br /> June 19, 2017, amends Chapter 5, "Building," and Chapter 27, "Flood Control," of the Hawai`i County <br /> Code 1983 (2016 Edition, as amended),to comply with the.National Flood Insurance Program (NFIP) <br /> regulations. A revised Flood Insurance Rate Map (FIRM) for Hawai`i County will become effective on <br /> September 29, 2017. A March 29, 2017 Letter of Final Determination(LFD) requires the adoption or <br /> amendment of floodplain regulations within 6 months, or Hawaii County would be suspended from the <br /> NFIP, which would make flood insurance and Federal disaster assistance unavailable. <br /> Questions about what the revisions of the regulations would do and how that would affect homeowners <br /> were asked by most of the council members. Deputy Director Allen Simeon and DPW engineer <br /> Bryce Hamada were present to answer specific questions. Most of the changes were minor or clerical. <br /> Agricultural buildings exempt from building permits will remain exempt, however, they must check to <br /> see if they are in a flood plain.
