Arakaki, Chairman <br /> RE: Council's 1997 State Legislative Pr gram <br /> As I had informed you earlier, I would like to discuss the formulation of the Council's 1997 State <br /> Legislative Program on December 18, 1996. I am proposing that the Council resolve itself into <br /> the Committee of the Whole to deliberate on the Council's legislative program. <br /> In a previous memorandum to you, it was suggested that you be prepared to propose position <br /> statements to key policies that may be important to this Council. A copy of last year's program <br /> was transmitted to you. However, in view of the short timeframe, we should also discuss <br /> whether the Council wishes to have its own legislative program or to dovetail it with another <br /> entities' program, such as the Hawaii State Association of Counties or our administration. <br /> For your information, we will follow this discussion format <br /> I. What should the nature of the Council's Legislative Program be? <br /> II. What is the purpose of the Council's Legislative Program? <br /> III. Coordination of the Council's Legislative Program with that of the Administration <br /> and of the Hawaii State Association of Counties <br /> IV.
