REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: July 6, 2017 Re: Comm. No. 340 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 11:05 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Communication No. 340, reports as <br /> follows: <br /> Communication No. 340, transmitted by Mayor Harry Kim, dated June 15, 2017, nominates <br /> Mr. Bryant Y. Ching of Council District 7 to the Hawai`i County Kailua Village Design <br /> Commission. <br /> Ms. Rose Bautista, Executive Assistant to Mayor Kim, introduced Mr. Ching who appeared via <br /> videoconference from the Kona Council Office. Mr. Ching is originally from Hawai`i and a <br /> retired teacher who spent over 35 years teaching in Los Angeles until returning home in 2010. <br /> Mr. Ching clarified that after returning to Hawai`i, he worked as a Vice Principal at Konawaena <br /> High School for one year and also as a Counselor at Kealakehe High School for five years. <br /> Mr. Ching states that he is not affiliated with any political party. <br /> A motion was made to amend the term ending date of June 30, 2019, in the transmittal from the <br /> Mayor's office. The motion was then voted on and corrected to December 31, 2018, with eight <br /> council members in favor. <br /> Several Council Members commented in favor of Mr. Ching's nomination. The vote was then <br /> taken with eight Council Members voting"aye." Chair Eoff stated that Mr. Ching did not need <br /> to appear at the Council meeting on July 18, 2017, for confirmation of his appointment. <br /> Pursuant to Article 7, Division 1, Section 25-7-2 of the Hawai`i County Code, the Kailua Village <br /> Design Commission shall consist of nine members, and shall be appointed by the Mayor and <br /> approved by the Council. <br /> Your Committee on Planning is in accord with the purpose and intent of Communication <br /> No. 340, as amended, and recommends confirmation of the appointment of Bryant Y.
