• ill-/rf•J,�I <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 253 17 <br /> A RESOLUTION URGING THE MAYOR AND THE DIRECTOR OF PARKS AND <br /> RECREATION TO EXPEDITE THE CONSTRUCTION OF A SKATE PARK <br /> FACILITY IN THE SOUTH HILO DISTRICT. <br /> WHEREAS, Chapter 24, Vehicles and Traffic, Section 24-4 of the Hawai`i County Code <br /> 1983 (2016 Edition, as amended) prohibits the use of coasters, roller skates,roller blades, <br /> skateboards, or any similar devices upon any roadway or any sidewalk, with limited exceptions; <br /> and <br /> WHEREAS, Chapter 15, Parks and Recreation, Section 15-31 of the Code prohibits the <br /> use of roller skates and skateboards in parks and recreational areas "except in locations <br /> designated by the director by the posting of appropriate signs"; and <br /> WHEREAS, with the support of private donations and varying levels of financial <br /> assistance from the County, community skate parks have been built in Honoka`a, Waimea, <br /> Kapa'au,Waikoloa, Kailua-Kona, Volcano Village, and Pahoa; and <br /> WHEREAS, there exists no legal permanent designated facility to enjoy roller skates and <br /> skateboards in the South Hilo District; and <br /> WHEREAS, the construction of a public skate facility is likely to reduce illegal skate <br /> activity on roads and sidewalks, while providing "healthful, educational, and aesthetic <br /> advantages for the people in the County and its visitors, and for the orderly and progressive <br /> development of such facilities to accommodate the expanding and diversified needs of the <br /> people,"which is listed as one of the purposes of Chapter 15 of the Code; and <br /> WHEREAS, the Department of Parks and Recreation is working to identify an <br /> appropriate location for a permanent skate park facility in South Hilo; and <br /> WHEREAS, the skating community has formed the Hilo Skateplaza Coalition, a <br /> 501(c)(3) nonprofit organization which advocates for the building of a skate park facility in Hilo <br /> and raises funds for the same; and <br /> WHEREAS,the Hilo Skateplaza Coalition has demonstrated community support by <br /> raising private funds totaling approximately $12,000, and intends to continue raising funds for <br /> the construction of a public skate park facility; and <br /> WHEREAS, the Hilo Skateplaza Coalition is also willing and able to provide skate park' <br /> layout and design specifications, as well as donate construction materials, manual labor, and <br /> various supplies to ensure that the skate park is constructed to the highest industry standards; and <br />
