REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND <br /> PARKS AND RECREATION <br /> DATE: August 15, 2017 Re: Comm.No. 385/Res.No. 253-17 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 9:05 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Parks and Recreation,to which was referred Resolution No. 253-17, <br /> reports as follows: <br /> Resolution No. 253-17, transmitted by Council Member Susan L. K. Lee Loy, via Communication 385 <br /> dated July 28, 2017, urges the Mayor and the Director of Parks and Recreation to expedite.the <br /> construction of a skate park facility in the South Hilo District. <br /> Chapter 15, Parks and Recreation, Section 15-31 of the Hawai`i County Code 1983 (2016 Edition, as <br /> amended), prohibits the use of roller skates and skateboards in parks and recreational areas "except in <br /> locations designated by the director by the posting of appropriate signs."Many testifiers stated that there <br /> were no legally designated facilities to enjoy roller skates and skateboards in the South Hilo District. <br /> Several Council Members expressed support of this measure and discussed various means to locate and <br /> fund a Hilo facility.
