••JNSYOFq ...' <br /> COUNTY OF HAWAII -+� �' �/�•- STATE OF HAWAII <br /> RESOLUTION NO. 287 17 <br /> A RESOLUTION REQUESTING THE OFFICE OF THE LEGISLATIVE AUDITOR TO <br /> CONDUCT A PERFORMANCE AUDIT OF THE DEPARTMENT OF WATER SUPPLY <br /> TO ENSURE THE DEPARTMENT HAS ADEQUATE CONTINGENCY PLANS TO <br /> GUARANTEE SUFFICIENT WATER SUPPLY TO CUSTOMERS AT ALL TIMES, <br /> INCLUDING DURING A DISRUPTION OF DEEP WELL OPERATIONS. <br /> WHEREAS, five of the Hawai`i County Department of Water Supply's deep wells are <br /> out of service, restricting invaluable water access to residents, businesses, and private and public <br /> services throughout North and Central Kona; and <br /> WHEREAS,these deep wells, namely, Waiaha, Palani, Keopu, Hualalai, and <br /> Honokohau, supply water to constituents of Council Districts 7 and 8; and <br /> WHEREAS, this burdensome loss of water service has caused an overwhelming <br /> outpouring of serious concern from the public regarding the Department of Water Supply's <br /> operations and its ability to maintain working deep wells, and to repair the deep wells that <br /> require restoration; and <br /> WHEREAS,the offices of Council District 7 and 8 have received numerous requests <br /> from concerned constituents urging their council district representatives to request a performance <br /> audit of the Department of Water Supply to ensure that the department has adequate contingency <br /> plans to guarantee sufficient water supply to customers at all times, including during a disruption <br /> of deep well operations; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it <br /> requests the Office of the Legislative Auditor to conduct a performance audit of the Department <br /> of Water Supply to ensure that the department has adequate contingency plans to guarantee <br /> sufficient water supply to customers at all times, including during a disruption of deep well <br /> operations. <br />
