Councilmember Hokama said <br /> there has been a lot of distraction at the Capitol right now with certain leaders <br /> making interesting statements. Other issues are aviation reauthorization, <br /> opioid abuse, and the Farm bill, which is a key component with language <br /> regarding the Safe Drinking Water Act. The NACo board will meet in Texas in <br /> December. <br /> D. Western Interstate Region (WIR) Report. No updates. <br /> IV. UNFINISHED BUSINESS <br /> A. Discussion: Legislative strategies <br /> 1. 2018 HSAC's Legislative Package — to discuss time frame <br /> President Kanuha said he recently sent out an email of the time <br /> frame.He said we currently have measures approved last year that will <br /> be brought back for incorporation this year. If there are any additional <br /> proposals, the councils should submit them to HSAC by September 8, <br /> 2017. Hawaii County has a.Council meeting'on September 7, so there <br /> might be a few items to include. September 29 is the deadline for the <br /> Executive Committee to forward proposals to each county for <br /> consideration. November 30 is the deadline for the counties to approve <br /> the proposed HSAC legislative package. Those 10 measures voted on <br /> last year will be included for discussion purposes this year. The <br /> Executive Committee will decide whether it wants to keep all 10. He <br /> asked that Executive Committee members make sure Councilmembers <br /> are aware of deadlines. <br /> Council Chair White asked whether there was any thought of submitting • <br /> a bill to subject the State Legislature to the Sunshine Law. Vice <br /> President Kawakami said he would be more in favor of Sunshine Law <br /> reform because it eliminates collaboration and fosters a hostile work <br /> environment. <br />
