NtY OF y '• <br /> COUNTY OF HAWAII -•� �'- '�_• STATE OF HAWAII <br /> ..,, <br /> RESOLUTION NO. 290 17 <br /> (DRAFT 2) <br /> A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A MULTI-YEAR <br /> HOUSING ASSISTANCE PAYMENT CONTRACT (AGREEMENT) WITH UHC <br /> 00525 HILO LIMITED PARTNERSHIP (PARTNERSHIP) OWNERS OF E KOMO <br /> MAI, SELECTED FOR THE SECTION 8 PROJECT-BASED VOUCHER PROGRAM <br /> (PBV PROGRAM) AS OFFERED THROUGH A PUBLIC NOTICE DATED <br /> FEBRUARY 12, 19 AND 26,2012. <br /> WHEREAS, Section 10-11 of the County Charter requires that any contract, lease or <br /> other obligation requiring payment of funds from the appropriations of a later fiscal year or of <br /> more than one fiscal year, be approved by resolution; and <br /> WHEREAS, the Office of Housing and Community Development (OHCD) entered <br /> into a 5-year Housing Assistance Payment Contract with the Partnership following public <br /> notice dated February 12, 19 and 26, 2012; and <br /> WHEREAS,the current 5-year contract expires on October 31, 2017; and <br /> WHEREAS, the Partnership has submitted a written request for a new 5-year <br /> Agreement to provide rental assistance for up to eleven (11) eligible participants; and <br /> WHEREAS, under the Project-Based Voucher Program,the OHCD will attach a <br /> Section 8 Housing Assistance Payment Contract (Agreement) to existing structures; and <br /> WHEREAS, the purpose of the Section 8 Project-Based Voucher Program is to <br /> encourage property owners to make available rental housing units to low-income families that <br /> are not within the current housing fair market rents; and <br /> WHEREAS, the OHCD would like to assist eleven(11)units in the County of <br /> Hawai'i under the funding available for this purpose; and <br /> WHEREAS, the County of Hawai'i wishes to enter into a multi-year agreement with <br /> UHC 00525 Hilo Limited Partnership, selected as a Section 8 Project-Based Voucher project <br /> (the "Project") by the OHCD utilizing the Section 8 Project-Based Voucher Program's <br /> evaluation process; and <br /> WHEREAS,the OHCD is requesting authorization for the Mayor to enter into a <br /> multi-year agreement with UHC 00525 Hilo Limited Partnership for the Project; now, <br /> therefore, <br />
