STATE AND COUNTY PLANS <br /> 11. State Land Use District: Urban. <br /> 12. General Plan LUPAG Map Designation: Industrial. These areas include uses such as <br /> manufacturing and processing,wholesaling, large storage and transportation facilities, <br /> light industrial and industrial-commercial uses. <br /> 13. County Zoning: Industrial-Commercial Mixed Use - 20,000-square foot minimum lot <br /> size (MCX-20). The proposed use is permitted in the MCX zoning district provided a <br /> Plan Approval is secured for all new structures and additions to existing structures in the <br /> MCX district. The intent is to provide for areas of diversified businesses and <br /> employment opportunities by permitting a broad range of uses, without exposing <br /> non-industrial uses to unsafe and unhealthy environments. <br /> 14. Hilo Community Development Plan (CDP): The Hilo CDP, adopted as Planning <br /> Commission Resolution No. 1 on May 21, 1975, identifies the property for residential <br /> use. <br /> 15. Chapter 205A, HRS, Coastal Zone Management Program: The entire State of <br /> Hawai`i lies within the Coastal Zone Management (CZM) area. The intent of the Coastal <br /> Zone Management Program is to guide and regulate public and private uses in the CZM <br /> area with respect to recreational resources, historic resources, public access to shoreline, <br /> scenic and open space resources, coastal ecosystems, marine resources, economic uses, <br /> coastal hazards, managing development, public participation and beach protection. <br /> 16. Special Management Area (SMA): The subject property is not situated within the <br /> County's Special Management Area and is located over one (1) mile from the nearest <br /> coastline. <br /> DESCRIPTION OF SUBJECT PROPERTY AND SURROUNDING AREA <br /> 17. Subject Property: The subject 22,500-square foot property is rectangular in shape and <br /> located at the northeast corner of East Kawili and Hinano Streets. The subject property is <br /> under construction with a two-level building with five (5) retail spaces and five (5) office <br /> spaces already built. The interior tenant alterations and site improvements are under <br /> construction and expect to be completed within the next five (5) years. <br /> -3- <br />
