18. Surrounding Zoning and Land Uses: In the immediate area are a mix of residential <br /> and industrial land uses. Since the subject property was rezoned in 2003, three (3) <br /> separate parcels to the east have rezoned from RS-10 to MCX-20. Adjacent parcels to the <br /> north are zoned RS-10, each improved with a single-family dwelling. To the northwest, <br /> Change of Zone Ordinance 04 27 from residential to limited industrial district was <br /> approved for a parcel fronting Milano Street. Immediately to the west, two parcels retain <br /> their original residential zoning. To the south are industrial properties. This subdivision <br /> was created in 1963 to accommodate some of the limited industrial uses that were <br /> affected by the May 1960 tsunami. The Hawai`i Community College campus is located <br /> across of East Kawili Street and diagonally to the southwest of the subject property. <br /> 19. Flood Zone: According to the Department of Public Works (DPW) Engineering <br /> Division, the subject parcel is currently designated as Zone X on the Flood Insurance Rate <br /> Map (FIRM) by the Federal Emergency Management Agency(FEMA). Zone X is an <br /> area determined to be outside the 500-year floodplain. <br /> 20. Archaeological/Historical/Cultural Resources: In response to a grading permit <br /> application, the State of Hawai`i Department of Land and Natural Resources-Historic <br /> Preservation Division(DLNR-SHPD) determined that"no historic properties will be <br /> affected" letter for the entire parcel on September 13, 2011. DLNR-SHPD further stated <br /> that the parcel is within the Kanoelehua Industrial subdivision, which consists of late 20th <br /> century warehouses and small businesses. Parcel 14 has been previously filled and <br /> graded, and has been vacant since before 2003. Given the soil substrate of extremely <br /> stony muck in the area, there does not appear to be any potential for intact historic <br /> deposits or features. <br /> 21. Cultural or Native Gathering Rights: There is no evidence of any traditional and <br /> customary Native Hawaiian rights being practiced on the site, nor existence of any known <br /> valued cultural, historical or native resources in the area. <br /> 22. Flora/Fauna Resources: There was no formal flora/fauna study conducted for this time <br /> extension request. Due to previous grading and grubbing activity, it is unlikely that any <br /> threatened or endangered floral or faunal species are present on the property. <br /> -4- <br />
