REPORT OF THE COMMITTEE ON FINANCE DATE: October 3, 2017 Re: Comm.No. 449 PLACE: Council Chambers Hilo,Hawai`i TIME: 1:00 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance,to which was referred Communication No. 449,reports as follows: Communication No. 449,transmitted by Mayor Harry Kim dated September 12,2017, appoints Deanna Sako as Director of Finance. Mayor Kim,praised and introduced Deanna Sako and requested Council's favorable action of this appointment. Ms. Sako previously served as the Department's Director, as well as its Deputy Director and has been with the County of Hawaii for 18 years. Ms. Sako also holds her Masters of Accounting Science and is a Certified Public Accountant. Ms. Sako was present and expressed her willingness to serve as the Director of Finance. Several Council Members spoke very highly of Ms. Sako and also thanked the Mayor for the nomination. Chair Maile David informed Ms. Sako that she did not need to appear at the Council meeting on October 18,2017,for confirmation of her appointment. Pursuant to Article VI, Section 6-6.2 of the Hawaii County Charter, "The director of finance shall be appointed by the mayor, confirmed by the council and may be removed by the mayor. The finance director shall have had a minimum of five years of training and experience in budgeting or related fields, at least three years of which shall have been in a responsible supervisory capacity."
