REPORT OF THE <br /> COMMITTEE ON GOVERNMENTAL RELATIONS <br /> AND ECONOMIC DEVELOPMENT <br /> DATE: October 17, 2017 Re: Comm No. 534/Res. No. 361-17 <br /> PLACE: Council Chambers <br /> Kailua-Kona <br /> TIME: 12:50 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Governmental Relations and Economic Development, to which was referred <br /> Resolution No. 361-17 reports as follows: <br /> Resolution No. 361-17, transmitted by Council Member Dru Kanuha, dated October 3, 2017, <br /> includes five Kauai, two Maui proposals, and ten carry over proposals from the 2017 Hawai`i <br /> State Association of Counties (HSAC) legislative package. <br /> Council Member Valerie T. Poindexter moved to approve Resolution No. 361-17 with Council <br /> Member Karen Eoff seconding the motion. <br /> Committee Member Dru Kanuha informed the Committee Members that Kauai and Maui <br /> County submitted additions for the 2018 HSAC Legislative package. Each county must pass <br /> proposals for the items to be included in the 2018 HSAC Legislative package. Committee <br /> Member Karen Eoff inquired on the process, if the Committee Members vote on each item for <br /> inclusion or not. Committee Member Dru Kanuha stated that the process is open and that <br /> Hawai`i County can do what they want. For example, they can either amend the resolution and <br /> remove items, or relay to the HSAC Executive Committee their concerns and have the Executive <br /> Committee clean it up to either include or exclude proposals. <br /> Committee Members Karen Eoff, Sue Lee Loy, and Eileen O'Hara agreed that to have less <br /> proposals in the 2018 HSAC Legislative package is better. It makes for a stronger package and <br /> allows HSAC to lobby for priority proposals versus trying to lobby for multiple items. <br /> Committee Member Aaron Chung stated that there is only a three percent chance that the <br /> proposals will pass in the State Legislature. <br /> Committee Members are in agreement that they are okay passing the measure as is and having <br /> HSAC Executive Members to decide which proposals will be priority. Committee Member <br /> Jennifer Ruggles has some concerns on proposal number fourteen; A Bill for an Act Relating to <br /> Unmanned Aerial Vehicles. Ms. Ruggles' concern was that it did not clearly state the rules in <br /> regard to flying drones over private property with the homeowner not being present. Corporation <br /> Counsel Joseph Kamelamela concurred that the legislation does not clearly address those specific <br /> concerns but there should be other checks and balances in other procedures attached to it. <br /> GREDC Report No.7 <br />
