No. 397-17 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 9:21 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Parks and Recreation, to which was referred Res. No. 397-17, <br /> reports as follows: <br /> Resolution No. 397-17,transmitted by Council Members Susan Lee Loy and Dru Mamo Kanuha, <br /> via Communication 588 dated October 19, 2017, accepts the donation of two "mobile multi" counting <br /> devices to the Department of Public Works. These devices are manufactured by Eco-Counter and <br /> valued at $8,000 each. The units are self-contained, battery-powered, and pole mounted devices that <br /> count pedestrians and bicyclists, and differentiates between the two, for statistical analyses of path <br /> and trail use patterns. <br /> There was a general discussion about training and the use of these devices. The Council Members were <br /> in favor of utilizing these devices. <br /> Article XIII, Section 13-12, of the Hawai`i County Charter provides that the Council, on behalf of the <br /> County, may accept gifts of donations of money, securities or other personal property or of real estate or <br /> any interest in real estate, and Chapter 2, Article 30, Section 2-162(a) of the Hawai`i County Code 1983 <br /> (2016 Edition, as amended), states that any gifts or donations of money, securities, or personal property <br /> which fall within the capitalization procedures of the Department of Finance, may be accepted by <br /> resolution approved by the Council. <br /> Your Committee on Public Works and Parks and Recreation is in accord with the purpose and intent of <br /> Resolution No. 397-17, and recommends its adoption. <br /> nh <br /> AYES NOES ABS EX Respectfully submitted, <br /> CHUNG X • <br /> DAVID x COMMITTEE ON PUBLIC WORKS AND <br /> EOFF x PARKS AND RECREATION <br /> KANUHA X <br /> LEE LOY X <br /> O'HARA X / <br /> POINDEXTER x JE FER RUGGLES, CHAIR <br /> RICHARDS X PWPRC REPORT NO.: 28 <br /> RUGGLES X ADOPTED: DEC 0 5 2017. <br />
