Honorable Valerie T. Poindexter, Chair and
Members of the Hawai`i County Council
January 12, 2018
Page 5
STATUS OF FUNDS
Public Access, Open Space and Natural Resources Preservation Fund, and
Public Access, Open Space and Natural Resources Maintenance Fund
For the benefit of the County Council, I have attached a summary of both funds and all monies
deposited and disbursed since its establishment.
MANAGEMENT AND STEWARDSHIP
With the establishment of the Public Access, Open Space and Natural Resources
Preservation MAINTENANCE FUND, monies can now be used for maintenance of lands and easements
acquired by the FUND for specified purposes as outlined in the Hawai'i County Charter, Section 10-
16. The PONC Commission review receive applications from P&R, evaluates; recommends, and
report their findings to P&R. P&R processes according to the charter and awards qualified applicants
of grant monies requested.
Since the establishment of the maintenance fund, P&R has successfully awarded monies to
steward almost half of the PONC acquisitions. With surveys now complete for Kahuku, Ka'u,
Kipapa Park, Kailua Kona, Kahua Olohu, Ka'u, and Pohiki, Puna, it is vital that qualified non-profit
organizations that meet the criteria and are interested in stewardship be considered for funding.
The County will continue to encourage members in the community and work with various
agencies and groups to establish partnerships for overall management of these lands.
RECOMMENDATIONS
Finally, as my formal recommendation in connection with what has been submitted by the
Public Access, Open Space and Natural Resources Preservation Commission, I would recommend
that the County Council accept the list as presented by the Commission.
The 2017 Prioritized List is as follows:
Priority Comm.
